Kadaga closes door where SFC accessed Parliament from M7 office

The Speaker of Parliament, Rebecca Kadaga has issued new guidelines to the Security department at Parliament, ordering all other security forces to vacate the precincts of Parliament with immediate effect.

The Speaker’s move follows the raid on Parliament by external security agents on September 27, in which a number of MPs were severely harmed.

By now you should be aware that Kadaga among other NRM mp’s are opposed to the removing the presidential age limit from the constitution.Museveni is more than desperate to see it removed,he has therefore deployed the police and the army to threaten the speaker and M.P’s opposing the bill.

it should be remembered that in her subsequent letter to the President weeks later, the Speaker noted that she was not aware of the “strangers” that entered the chambers and brutalized lawmakers, and demanded that President Yoweri Museveni reveals who the group of attackers was.

Waiting in vain for a response from the President, the Speaker has today ordered for changes to be effected within Parliament security with immediate effect.

“There were certain events that occurred here in the past and I wrote to the head of State to speak about them but nevertheless, I want to take the following measures concerning our security,” Kadaga communicated during her address to members.

First, the speaker ordered for sealing off of the passage that links Parliament directly to the Office of the President which she says was used by the agents to access Parliament without going through security checks.

“There is access on the fourth floor of the Parliament building leading to the office of the President, it has been designed that somebody can move from the office of the President into the Parliament Building, reach the lobby without going through any security check, this constitutes a danger to the precincts and I am now instructing the Sergeant at Arms to seal that entrance on the Parliamentary side.”

Kadaga went ahead, “I am further directing that all the staff of Parliamentary police must hence forth wear uniform and must have name tags; we must identify who they are with their names.”

Kadaga also directed the Clerk to ensure that the names and ranks of the police personnel deployed at Parliament are submitted in writing to the Speaker and any changes made must be communicated as agreed upon by the Parliamentary Commission.

“Parliament is a civilian institution and should be guarded by the Police. All other security organs if they are here should withdraw and go where they are supposed to go.”
