Members of the uniformed Presidential Police Guards and the elite unit of Uganda Police Force’s Counter Terrorism officers occupied the Catholic and Anglican chaplains at Parliament on Monday morning.
A scuffle ensued inside the chambers on Tuesday morning when the house resumed debating the contentious age limit amendment Bill which was laid on the floor for the second reading on Monday.
In the midst of the debate Amuru District woman MP, Akello Lucy brought to the attention of the Speaker and the whole house the presence of the security officers inside the sacred rooms.
“Right Honorable as we debate here the soldiers have invaded our churches. Both the Catholic and Anglican chaplains have been taken over by soldiers and no one is being allowed to access them,” Akello angrily said.
Drama then followed when Deputy Government Chief Whip, Solomon Silwanyi rose up and stated on record that the soldiers came to Parliament chaplains to pray just like MPs.
Speaker Rebecca Kadaga was forced to suspend the house to 2:00pm.
Pictures of the officers of the two security agencies walking to the places of worship at around 6:50am in the morning, when the cleaners where still on duty.
According to sources the officers numbering about 50 emerged from the Parliament police station in the basement in of the Eastern and Northern wings and first ascended to the first floor using the staircase.
The officers proceeded to the last wall of the Eastern wing and descended again to the basement where the catholic and Anglican chaplains are situated.
One of the pictures clearly shows officers of the Presidential Police Guard badge matching with Counter Terrorism Officers to the places of worship.
The containers and squeezers being used by cleaners where still in the corridors.
It should be noted that when Parliament resumed on Monday, Speaker Kadaga made a ruling banning other security agencies from accessing Parliament. Only Parliament police with name tags are supposed to be in the house.
