Lukwago attacks Kadaga for executing Jungle rules in Parliament

Kampala city Lord Mayor Elias Lukwgo has decried the manner in which parliament has continued to abuse the rule of law.

On posting about Kadaga’s decision to suspend Members of Parliament from the August House, Lukwago says too bad that Kadaga has resolved to use rules of the Jungle in Parliament.

“It’s absurd to note that Hon. Kadaga has flagrantly jettisoned all the rules of procedure and decided to adopt the Rule of the jungle in steering a debate on Constitutional matters.” Lukwago said.

Lukwago also noted that Kadaga has certainly degenerated to Justice Kavuma standard, so much so that she imposed sanctions on MPs after declaring the sitting adjourned.

“Even a student at the law school knows that the doctrine of “functus officio” wouldn’t enjoin a presiding officer in such proceedings to take a decision of that magnitude after exhausting the powers vested in the chair by way of pronouncing an adjournment.” Lukwago added.

It should be noted that the Speaker of Parliament Rebecca Kadaga this afternoon suspended six Members of Parliament over indiscipline.

Those suspended include Ntungamo Municipality MP Gerald Karuhanga, Erute South MP Jonathan Odur, Kiira Municipality’s Ibrahim Ssemujju and Allan Sewanyana of Makindye West.

Others include Kawempe South MP Mubarak Munyagwa and Kilak North’s Anthony Akol.

The Speaker earlier warned that she would suspend errant MPs for seven days.

Their suspension came as the tension to halt the committee on Legal and Parliamentary affairs from presenting the Age limit report over procedural issues.
